The Regional Law on the Flag of the Rostov Region


The Regional Law № 31-ZS, adopted by Legislative Assembly on 10 October 1996, Rostov-on-Don

Article 1. The Flag of the Rostov Region is an official symbol of the Rostov region.

Article 2. The Flag of the Rostov Region is a rectangular cloth of three equal horizontal stripes: the uppermost is blue, the middle is yellow and the bottom is red. Along the staff there is a vertical white stripe which is a one fifth of the width of the flag. The proportion of the width of the flag to its length is 2:3.

Article 3. The Flag of the Rostov Region is hoisted (displayed):

1) on the buildings of the Legislative Assembly and the Administration of the Rostov region, other agencies of the Rostov region government, the Rostov Regional Court, the Rostov Regional Court of Arbitration – permanently;

2) inside the meeting halls of the Legislative Assembly and the Administration of the Rostov region – permanently;

3) inside the offices of the Chairman of the Legislative Assembly, the Head of the Administration (Governor) of the Rostov region, the official representatives of the Administration of the Rostov region, heads of the agencies of the Rostov region government, heads of the local government bodies – permanently;

4) on the buildings of the local government bodies – permanently;

5) inside the meeting halls of the representatives agencies of municipal formations, executive-administrative bodies of municipal formations – during the meetings;

6) inside the courtrooms of Justice of the Peace – permanently;

7) on the buildings of organizations regardless of organizational-legal form and ownership – on public holidays;

8) inside the premises and on the seagoing vessels, river ships and other vehicles with the Chairman of the Legislative Assembly, the Head of the Administration (Governor) of the Rostov region and other representatives of the Legislative Assembly and the Administration of the Rostov region on board – on signing agreements and treaties between the Rostov region and the Russian Federation, subjects of the Russian Federation or foreign states;

9) on the buildings and inside the premises for voting – on the days of election of the deputies of the Legislative Assembly of the Rostov region and bodies of local government, regional and local referenda;

10) on the territory of the Rostov region at the sport sites during the regional and international competitions;

11) in other cases provided by the regulatory legal acts adopted by the Legislative Assembly and the Administration of the Rostov region.

Article 4. The Flag of the Rostov region is hoisted (displayed) during official ceremonies and other solemn occasions held by federal authorities, agencies of the local government and organizations regardless of organizational-legal form and ownership on public holidays, notable days, the Days of War Glory and inside the community liaison offices of the deputies of the Legislative Assembly of the Rostov region, on family occasions.

The Flag of the Rostov region (its reduced copy only) can be hoisted (displayed) on city and inter-city public transport on public holidays and notable days.

The Flag of the Rostov region can be displayed on the buildings (or hoisted on masts and flagpoles) of organizations regardless of organizational-legal form and ownership, and on the dwelling houses as well as on surrounding areas, and in other cases not provided herein with observance of the regulations prescribed by the present Regional Law.

Article 4.1. The image of the Flag of the Rostov region can be used on:

1)      facades of the buildings of organizations regardless of organizational-legal form and ownership, and on the dwelling houses;

2)      awards of the bodies of the Rostov region government;

3) official documents issued by the Rostov region government;

4) uniform of teams or individuals representing the Rostov region in sport competitions.

Article 5. On the occasions of mourning a black band is fastened to the top of the flagstaff, the length of the band is equal to the length of the flag. The Flag of the Rostov region, displayed on the mast (flagpole), is lowered at half mast (flagpole).

Article 6. If the Flag of the Rostov region is hoisted (displayed) at the same time with the Flag of the Russian Federation on the territory of the Rostov region, the Flag of the Rostov region is placed on the right side of the Flag of the Russian Federation facing you.

If the Flag of the Rostov region is hoisted (displayed) at the same time with the Flag of the Russian Federation on the territory of the Rostov region, the Flag of the Rostov region is the same size as the Flag of the Russian Federation and hoisted at the same height.

Article 7. If the Flag of the Rostov region is hoisted (displayed) at the same time with the flags of the other subjects of the Russian Federation on the territory of the Rostov region, the flags are placed from left to right facing you in Russian alphabetic arrangement of names of the subjects of the Russian Federation.

If the Flag of the Rostov region is hoisted (displayed) at the same time with the flag of a municipal formation, organization regardless of organizational-legal form and ownership on the territory of the Rostov region, the Flag of the Rostov region is placed on the left side of the other flag facing you; if there is an odd number of the flags, t the Flag of the Rostov region is placed in the centre; if there is an even number of the flags (more than two) it is placed to the left of the centre.

If the Flag of the Rostov region is hoisted (displayed) at the same time with the flag of a municipal formation, organization regardless of organizational-legal form and ownership on the territory of the Rostov region, the flag of a municipal formation, organization regardless of organizational-legal form and ownership can not be greater in the size than the Flag of the Rostov region, and the Flag of the Rostov region can not be hoisted lower than the other flags.

Article 8. The flags of the municipal formations and organizations regardless of organizational-legal form and ownership can not be identical to the Flag of the Rostov region. The Flag of the Rostov region can not be used as the heraldic background of the coat-of-arms, ensign or any other symbols of the municipal formations and organizations provided by this Article.

The reproduction of the Flag of the Rostov region can not be used on badges of the deputies of the representative agencies of municipal formations.

Article 9. The reproduction of the Flag of the Rostov region complies with the illustration attached to the present Law.

Article 10. The multicolour version of the Flag of the Rostov region is permanently on view in the Rostov Museum of Local Lore.

Article 11. The Standard (flag) of the Head of the Administration (Governor) of the Rostov Region is an official symbol of the governor’s power in the Rostov region.

Article 12. The Standard (flag) of the Head of the Administration (Governor) of the Rostov Region is a rectangular cloth of three equal horizontal stripes corresponding to the colours of the Flag of the Rostov Region: the uppermost is blue, the middle is yellow and the bottom is red. A vertical white stripe is placed along the flagstaff; its proportion to the width of the flag is 1:5. The Coat-of-Arms of the Rostov region is depicted in the middle of the cloth; its size vertically is a half width of the Standard. The cloth is bordered with golden fringe. The ribbon containing the full name of the Governor of the Rostov region and time of taking up duties is placed on the flagstaff. The Standard flagstaff is crowned with a metal finial in the shape of a spear.

Article 13. The Standard (flag) of the Head of the Administration (Governor) of the Rostov Region is permanently hoisted inside the office of the Head of the Administration (Governor) of the Rostov Region. The Standard (flag) of the Head of the Administration (Governor) of the Rostov Region (or its proportionally reduced copy) is permanently near the Head of the Administration (Governor) of the Rostov Region during official ceremonies.

Article 14. The reproduction of the Standard (flag) of the Head of the Administration (Governor) of the Rostov Region complies with the illustration attached to the present Law.

Article 15. The multicolour duplicate of the Standard of the Head of the Administration (Governor) of the Rostov region is constantly on view in the Rostov Museum of Local Lore. Metal ribbons containing the full name of each Governor of the Rostov region and time of taking up duties are placed on the flagstaff.

Article 16. An outrage against the Flag of the Rostov region and its reproduction is pursued by the law of the Russian Federation.

The use of the Flag of the Rostov region in violation of the present Regional Law is pursued by the Regional Law on Administrative Violations № 273-ZS dated October 25, 2002.

Article 17. The Law becomes effective as of the date of its publication.
