The Regional Law on the Rostov Region Coat-of-Arms

Article 1. The Rostov Region Coat-of-Arms is an official symbol of the Rostov region.

Article 2. The Rostov Region Coat-of-Arms is an azure heraldic shield with a vertical silver column in the middle. It depicts a dark-red vallum with three towers (the middle one is higher) standing on an undy azure belt. On the bottom of the silver column there is a golden spike of wheat covering the azure belt. Along the column there are historic Don regalias: “pernach” (a kind of an ancient Russian club) placed above silver “bobylev khvost” (meaning “tail of a white horse”; Cossak’s armament that symbolized will and consisted of a pole headed with a ball and a horsetail) and silver “naseka” (a kind of a club, Cossak’s symbol of power) crossed together on the right as a viewer looks at it, and  silver “bulava” (a club) placed above  silver “naseka” with a head of an eagle and silver “bunchuk” (similar to bobylev khvost) crossed together on the left. The charger – a black double-headed eagle with golden beaks and dark-red tongues, spreading its wings upward behind the shield. Two small crowns are placed upon the eagle’s heads and, above them, a large Russian imperial crown, all three joined together by an azure ribbon. Behind the shield there are four crossed flags of the Rostov region on golden staffs with pikes, ropes and brushes. The flagstaffs are joined together with the Ribbon of the Order of Lenin.

Article 3. The reproduction of the Coat of Arms of the Rostov Region in a one-colour manner is authorized.

Article 4. The Coat of Arms of the Rostov Region is placed:

  • on the facade of the building of the Legislative Assembly and the Administration of the Rostov region;
  • inside the offices of the Chairman of the Legislative Assembly, the Head of the Administration (Governor) of the Rostov region, in the meeting halls of the Legislative Assembly of the Rostov Region, inside the chambers of the registry offices;
  • on the official printed forms and seals of the Legislative Assembly, the Administration of the Rostov region, the bodies of the Administration of the Rostov region; on the official printed forms and seals of the regional public corporations, institutions and agencies;
  • on the standard (flag) of the Head of the Administration (Governor) of the Rostov region;
  • on the ID papers of the deputies of the Legislative Assembly of the Rostov region, the ID papers of the civil servants and on legal documents issued by the Legislative Assembly and the Administration of the Rostov region;
  • in decorations of the popular and national holydays celebrated in the Rostov region.

Article 4(1).  The Insignia of the Head of the Administration (Governor) of the Rostov region is an official symbol of power of the Head of the Administration (Governor) of the Rostov region.

The Insignia of the Head of the Administration (Governor) of the Rostov region consists of an insignia and a ribbon.

The insignia is the Coat of Arms of the Rostov Region made of gold with an inscription “The Governor” on the cover plate placed at the bottom upon the Ribbon of the Order of Lenin.

The plate containing engraved full name of each Head of the Administration (Governor) of the Rostov region is placed on the reverse of the insignia.

The ribbon consists of three equal vertical stripes corresponding to the colors of the Flag of the Rostov region. The insignia is placed on the horizontal white stripe across the ribbon.

Article 5. The reproduction of the Coat of Arms of the Rostov Region can be placed on the uniform of teams or individuals representing the Rostov region in sport competitions.

Article 6. The composition of the Coat of Arms of the Rostov Region or its parts can be included into emblems of the municipal bodies of the Rostov region. The full version of the Coat of Arms of the Rostov Region in the emblem of a municipal body is placed in a free square place (either in the top- left or top-right part of the shield).

Article 7. The reproduction of the Coat of Arms of the Rostov Region in other cases can be authorized by the laws of the Rostov region.

Article 8. The reproduction of the Coat of Arms of the Rostov Region regardless its size always complies with the heraldic description provided by Article 2 of the present Law

Article 9. The multicolour and one-colour versions of the Coat of Arms of the Rostov Region are permanently on view in the Rostov Museum of Local Lore

Article 10. The procedure of printing, use, keeping and elimination of the official printed forms, seals and other materials with the reproduction of the Coat of Arms of the Rostov Region on them is determined by the Administration of the Rostov region.

Article 11. The Law becomes effective as of the date of its publication.
