Rostov region is well supplied with energy and ranks 1st among top 4 regions-energy producers in the Southern federal district.
Power stations, located on the territory of the region cover the demand for energy consumption. Main consumers of energy are manufacturing enterprises, public housing utilities and agriculture, transportation sectors.
Within the framework of modernization of this branch of economy in the Russian Federation old companies were re-organized and new companies were established which specialize in particular areas (generation, electrical energy transmission, etc.) and monitor respective profile assets. The newly established companies outrank the former existing regional monopolies in terms of the scale of profile activity: new companies unite profile enterprises of several regions or are of federal significance.
For example, bulk power supply networks are now in the responsibility area of Federal Network Company, and distribution networks are integrated in interregional distribution grid companies (IDGC), functions and assets of regional dispatch control are transmitted to the federal System operator.
Assets of the generation are also united into interregional companies of two kinds: wholesale generating companies (WGC) and territorial generating companies (TGC). WGC unite electric stations, specializing solely in the production of electrical energy. TGC mainly comprise co-generation plants, which produce both heat and electrical energy. TGK of the Rostov region was purchased by OJSC LUKOIL and consolidated to its branch unit CJSC LUKOIL-Rostovenergo, which combines 2 heat power stations, 6 boiler plants, branch CJCS LUKOIL TTK in Rostov on Don, as well as CNSC LUKOIL-ecoenergo which owns Tsymlyansk hydro-electric power station.
Rostov nuclear power plant has become the main producer of the electrical energy in the Rostov region, it now operates with 2 power generating units with the capacity of 1000 MW each. The other two units are planned to be put into operation in 2014 and 2017 respectively.
Another large producer of electrical energy is coal power station Novocherkassk regional power station (Novocherkassk GRES), which is the branch enterprise of OJSC WGC-2, it’s installed capacity is 1884 MW. Currently the construction of the power unit № 9 of the Novocherkassk GRES is being carried out with the application of circulating fluidized bed technology (CFB). The operation start-up is planned for December 2014.
Energy in the region is also produced by OJSC Experimental Cogeneration Plant (prev. Nesvetay GRES) located in Krasniy Sulin region with the installed capacity of 79,2 MW, and OJSC Shakhtinskaya gas-turbine power plant (GTPP) with the installed capacity 94,3 MW.
Gross installed capacity of electrical energy sources of the Rostov region is 4873,2 MW.
The energy system of the region includes 11206 km of power transition lines with range of voltage 110 – 800 kW, 3 substations with voltage of 500 kW, 27 substations with voltage 220 kW and 306 substations with voltage of 110 kW. Gross installed capacity of transformers with voltage from 110 to 500 kW is 16433,5 MVA.
Currently energy objects with voltage 220,330 and 500 kW are part of United national electrical network and its main part belongs to OJSC “FGK UES” (Federal Grid Company United Energy Systems) MES Yuga (Main Power Networks).
Since the 22nd of August, 2007, the authority of the sole executive body OJSC Rostovenergo was transitioned the managing company OJSC Interregional Distribution Grid of the South (OJSC MRSK-Yuga).
The branch of OJSC MRSK-Yuga OJSC Rostovenergo is included in the Consolidated Power System (CPS) of the North Caucasus and supplies energy to the consumers of the Rostov region. The power system of the region is connected to the Krasnodar and Kalmyk energy systems of the CPS of the North Caucasus, Voronezh and Volgograd systems of the CPS of the Central region by the intersystem lines with 220-500 kW OJSC MES-Yuga.
The branch office of OJSC MRSK-Yuga OJSC Rostovenergo supplies energy to:
- industrial and social enterprises, residents of the region with voltage 110 kV and lower;
- electrified railway with hub stations Rostov on Don, Bataysk, Likhaya;
- gas-compressor stations and gas main pipeline, oil pumping stations and main oil pipelines across the territory of the region.
Main activities of the brunch office OJSC MRSK-Yuga OJSC Rostovenergo are energy transportation and connection of the energy consumers to the distribution networks.
Responsibility area of OJSC MRSK-Yuga OJSC Rostovenergo also includes 8 production units. The total length of aerial and cable power transition lines makes almost 75 000 km. equipment of the company includes over 230 substations with voltage 110 kW, around 330 substations with voltage 35 kW and over 13 700 transformer substations 6,10/04 kW.
Another energy supplier in the Rostov region is OJSC Donenergo. The main objective of OJSC Donenergo is quality and ongoing energy supply for the population, industrial and social enterprises with voltage 0,4-10 kW. OJSC Donenergo includes branch “Teplovye seti” (Heat Lines) and 11branches of interregional power lines (IPL).
The total length of power lines of OJSC Donenergo is over 19 000 km including aerial lines 3,9 and cable lines 5,2 thousand km. The number of transformer substations and distribution units is 5609.
There are also 2 energy supplying companies in the region OJSC Enerosbyt Rostovenergo and CJSC Oboronenergosbyt, which have the status of guarantee energy supplier.
